Procurement Reform Survey

In early 2021 we conducted a survey to gather feedback on the procurement reforms proposed in the UK Government’s Transforming Public Procurement Green Paper. This was part of our strategy to feed into the Green Paper consultation.

At that point only around a third of respondents had heard of the Green Paper, the document that is the basis for the procurement reform legislation currently making its way through the House of Commons.

Now, two years on from the Green Paper, we’ve had the National Procurement Policy Statement and the Procurement Bill that provide more detail, building on the initial proposals.

Awareness levels have been significantly raised with the initial results from our survey showing that only 7% of respondents had not heard of the Procurement Bill prior to the survey.

Through the survey we’re trying to determine where levels of awareness have risen and whether:

  • there’s support for the reduction in the number of procurement procedures;
  • the increase in flexibility around the procurement procedures will allow buyers more freedom to tailor procurement processes to their needs, or will this lead to more challenges to public procurement processes;
  • the single digital platform will help prevent duplication of effort around supplier selection as intended;
  • the changes to Dynamic Purchasing Systems and Frameworks will make them more useful, and more used; and,
  • the Procurement Pipelines and further proposed transparency via the Central Digital Platform will be beneficial to the public procurement marketplace.

Our initial results from the current survey show that the majority of respondents are in favour of the proposed changes; and, in our assessment of the survey results at the end of January, we will be drilling down into the detail to understand which elements buyers and suppliers are in favour of.

Another interesting initial finding is that many public sector bodies are conscious that awareness levels of the proposed changes among their supply chains remains relatively low.
